Press Release - Cement, Concrete and Asphalt Innovation gets Bipartisan, Bicameral Momentum

Washington, DC – Thursday, April 3, 2025 – The bipartisan Next Generation Pipelines Research and Development Act, reintroduced by Representative Randy Weber (R-TX) and Representative Deborah Ross (D-NC), will strengthen U.S. energy security by driving innovation in cutting-edge pipeline technologies.

“Modernizing U.S. pipeline infrastructure is critical for meeting our nation’s energy independence, industrial competitiveness and emissions reduction goals,” said Jeremy Harrell, CEO, ClearPath Action. “The Next Generation Pipelines Research and Development Act supports an all-of-the-above energy strategy by bolstering our existing pipeline network while accelerating the build-out of new pipeline infrastructure for LNG, carbon, hydrogen and more.”

Last Congress, Rep. Weber’s Next Generation Pipelines Research and Development Act passed the House of Representatives with broad bipartisan support (373-41).

This legislation will:
  • Authorize a Department of Energy (DOE) demonstration initiative for next-generation pipeline systems, components and technologies.
  • Establish a joint R&D program between DOE, the Department of Transportation (DOT) and the National Institute of Standards and Technology (NIST) to develop advanced pipeline technologies and materials.
  • Establish a DOE National Pipeline Modernization Center to partner with industry and other stakeholders on pipeline technology research, development and demonstration (RD&D).
  • Direct NIST to develop a specialized pipeline measurement RD&D program to support the integrity and safety of pipelines.
ClearPath Action has endorsed this legislation.
