Certainty for Our Energy Future Act

The Certainty for Our Energy Future Act would preserve the technology neutral clean electricity credits for innovative, clean baseload technologies like advanced nuclear and next generation geothermal, while phasing out the credit after 2030 for mature technologies like wind and solar.
The bill also adds new requirements to ensure projects benefiting from the credit are not controlled or influenced by adversarial nations like Russia and China. Known as Foreign Entities of Concern (FEOC), the provisions included in the bill would create a workable pathway for industry to rework supply chains and divest of foreign control by a specified country.
This proposal provides industry the certainty necessary to make investment decisions for reliable energy technologies, like new nuclear and next-generation geothermal. The timelines included in this bill are necessary to ensure new nuclear and geothermal are eligible for the credit for projects expected to begin construction and be placed in service in the early 2030s. New nuclear and next-generation geothermal are not yet mature technologies with widespread adoption. Repealing or sunsetting the credits early, as proposed in the reconciliation markup advanced by the House Ways & Means Committee, would hamstring deployment of these new technologies.
Including the Certainty for our Energy Future Act, or key provisions from it, in the House budget reconciliation bill would be a high impact opportunity to support new technologies that promote energy dominance and can provide reliable power to meet rising demand.
