PIPELINE Safety Act of 2025

WHAT:

The Pipeline Integrity, Protection and Enhancement for Leveraging Investments in the Nation’s Energy to assure (PIPELINE) Safety Act of 2025 is a bipartisan bill that reauthorizes the Pipeline and Hazardous Materials Safety Administration (PHMSA) and its safety programs through 2030. This legislation seeks to modernize and enhance the safety, security and efficiency of United States energy infrastructure, including pipelines. This bill:

  • Directs PHMSA to modernize safety regulations for pipelines transporting carbon dioxide (CO2). Establishes a confidential voluntary information-sharing system (VIS) program to encourage the sharing of pipeline safety data and information to improve pipeline safety.
  • Directs PHMSA to engage the National Laboratories to conduct a study on blending hydrogen into existing natural gas systems.
  • Requires the Transportation Security Administration (TSA) to publish a final rule related to the cybersecurity of pipelines.
 
 

WHY IT MATTERS:

America’s vast network of pipelines – over three million miles – forms the backbone of the U.S. energy and industrial sectors, securely delivering the resources that power our homes, support American jobs, grow the economy and strengthen energy security. As energy demand continues to rise, including from manufacturing growth and data center build-out, the U.S. will require more pipeline infrastructure to move fuels and materials efficiently and reliably across the country.

Today, approximately half of this pipeline system is more than 60 years old, and some safety requirements have not been updated in decades, creating uncertainty and inefficiencies that can slow investment and infrastructure development. PHMSA reauthorization is needed to update cumbersome regulations and ensure the agency and state governments have the tools and resources needed to support a safe, reliable and growing energy infrastructure.

The PIPELINE Safety Act of 2025 will modernize safety regulations for CO2 pipelines, strengthen pipeline security and data-sharing and support the efficient growth of America’s pipeline network.

 
 

WHAT'S NEXT:

The bill now awaits consideration by the Senate floor. On October 21, 2025, the Senate Commerce, Science and Transportation Committee passed the PIPELINE Safety Act of 2025 by voice vote.
