WHAT:

The Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2025 is a bipartisan bill that reauthorizes the Pipeline and Hazardous Materials Safety Administration (PHMSA) programs through 2029. This legislation seeks to modernize and enhance the safety, security and efficiency of U.S. energy infrastructure, including pipelines. This bill:

• Directs PHMSA to modernize safety regulations for pipelines transporting carbon dioxide (CO2).
• Directs the Government Accountability Office (GAO) to complete a study on the potential for blending hydrogen into natural gas transportation systems.
• Directs GAO to complete a study on pipeline safety requirements relating to geohazards.
• Establishes a working group of federal agencies to identify and reduce duplicative permitting requirements for liquefied natural gas (LNG) facilities.
• Establishes a voluntary information-sharing system for safety data among operators, enhancing pipeline safety and risk mitigation.

WHY IT MATTERS:

America’s vast network of pipelines – over three million miles – forms the backbone of the U.S. energy and industrial sectors, securely delivering the resources that power our homes, support American jobs, grow the economy and strengthen energy security. As energy demand continues to rise, including from manufacturing growth and data center build-out, the United States will require more pipeline infrastructure to move fuels and materials efficiently and reliably across the country.

Today, approximately half of this pipeline system is more than 60 years old, and some safety requirements have not been updated in decades, creating uncertainty and inefficiencies that can slow investment and infrastructure development. PHMSA reauthorization is needed to update cumbersome regulations and ensure the agency and state governments have the tools and resources needed to support a safe, reliable and growing energy infrastructure.

The PIPES Act of 2025 will modernize safety regulations for CO2 pipelines, help streamline the permitting process of LNG facilities, and support the efficient growth of America’s pipeline network.

WHAT'S NEXT:

The bill now awaits consideration by the House floor. On September 17, 2025, the House Transportation and Infrastructure Committee passed the PIPES Act of 2025 by voice vote during a full committee markup.
