The Advanced Transmission Technology to Reduce Rates Act directs the Department of Energy (DOE) to establish a clearinghouse for advanced transmission technologies (ATTs) to provide information on DOE-supported ATT projects and available financial assistance for ATT deployment. The clearinghouse will aggregate technical analyses evaluating how ATTs impact grid capacity, the benefits and costs of their use and how they improve grid performance. The bill also authorizes the DOE to provide technical assistance to utilities, transmission organizations and state regulatory authorities to support the commercial use of ATTs, the integration of these technologies in planning practices and the development of regulatory frameworks and analysis to facilitate their use and regulatory approval.
Additionally, this bill supports ATTs by amending the Energy Policy and Conservation Act to explicitly allow state energy conservation plans to include programs that support the deployment of advanced transmission technology, and by introducing targeted National Environmental Policy Act exemptions for DOE-funded ATT deployments.
Finally, the legislation requires federal collaboration with grid stakeholders to establish voluntary best practices for wildfire mitigation, prioritizing improved vegetation management, engineering advancements and safer grid operations across the bulk-power system.
Modernizing America’s electric grid is urgent. Rising demand from advanced manufacturing, industrial reshoring and artificial intelligence promises economic growth and greater national security, but the grid needs to grow to enable more power to meet these loads. Advanced transmission technologies optimize the performance of the existing grid, unlocking capacity and improving efficiency.
By providing states, utilities, and grid operators with the tools needed to deploy these cost-effective innovations, H.R. 9335 ensures the U.S. can power technological growth quickly while keeping electricity affordable.
In the United States, seasonal wildfires are causing more damage and costing more money to manage than ever before. Developing best-practice guidance for the industry is critical to reducing the risk of wildfire ignition from the bulk power system.
The bill has been introduced and passed by voice vote through the House Energy & Commerce subcommittee on Energy on June 24, 2026. The next step is for the bill to be put to a vote in a full committee markup.
