WHAT IT DOES

The Fossil Energy Research and Development Act (FE R&D Act) provides new programmatic direction for the Department of Energy’s Office of Fossil Energy. Similar to the Enhancing Fossil Fuel Energy Carbon Technology Act (EFFECT Act) introduced in the Senate, this bill authorizes research into key programmatic areas such as more efficient power cycles and carbon capture technologies.

WHY WE LIKE IT

The energy landscape has fundamentally changed since the last time Congress comprehensively updated the Office of Fossil Energy research agenda. Over the past decade, hydraulic fracturing and renewable energy have transformed energy markets in the United States and around the world. Department of Energy research and its public private partnership tools must be revamped to address the challenges facing domestic companies in this rapidly changing environment.

SPECIFICS

  • Authorizes the Department of Energy to support technology development through new test centers, pilot projects and demonstrations;
  • Requires the development of cost and performance goals for a suite of carbon capture applications; and
  • Dedicates resources for reducing industrial sector emissions through carbon capture and utilization technologies
