Washington, DC – Wednesday, September 25, 2024 – The House of Representatives passed a suite of clean energy innovation and permitting legislation this week.

ClearPath Action has endorsed the following legislation:
- The Innovative Mitigation Partnerships for Asphalt and Concrete Technologies (IMPACT) Act (H.R. 7685) strengthens American manufacturing competitiveness by streamlining regulation and providing clear market signals to bring innovative clean technologies to market faster. This bill passed by voice vote and is co-sponsored by Reps. Max Miller (R-OH) and Valerie Foushee (D-NC).
- The Next Generation Pipelines Research and Development Act (H.R. 7073) shore up U.S. energy security by developing innovative materials to advance the next generation of pipeline infrastructure. This bill, introduced by Reps. Randy Weber (R-TX) and Yadira Caraveo (D-CO), passed 373-41.
- The NASA Reauthorization Act of 2024 (H.R. 8958) reauthorizes the National Aeronautics and Space Administration and includes language that recognizes the importance of observing and measuring carbon dioxide and methane to understand the sources of these emissions. This bill passed 366-21 and is co-sponsored by Reps. Frank Lucas (R-OK), Brian Babin (R-TX), Zoe Lofgren (D-CA) and Eric Sorensen (D-IL)
- The Geothermal Energy Opportunity Act (H.R. 7370), led by Rep. John Curtis (R-UT), requires the Department of the Interior to continue processing drilling permits after an environmental review has been completed. This bill passed the House by voice vote.
- H.R. 6474 co-sponsored by Reps. Michelle Steel (R-CA) and Susie Lee (D-NV) amends the Energy Policy Act of 2005 to expedite geothermal exploration and development on federal lands. This bill passed the House by voice vote.
Both of these geothermal bills will reduce permitting delays and accelerate project deployment. These bills also were recently included in the bipartisan permitting package introduced by Sens. John Barrasso (R-WY) and Joe Manchin (I-WV), setting the stage to enact these key provisions before the end of the year.
