The Office of Fusion Act of 2025 amends the Department of Energy Organization Act to create a dedicated Office of Fusion, along with a Director selected by the Secretary. The bill aims to accelerate the commercial deployment of fusion power plants, with a goal to start construction of at least one private sector fusion power plant by December 31, 2028.
The Senate version of the bill mandates the establishment of a Fusion Innovation Center at a national lab to lead public-private partnerships aimed at demonstrating commercial fusion. Additionally, the Senate version of the bill requires the Secretary and Director to conduct outreach to determine which commercially-relevant programs should be transferred to the new Office. In contrast, the House bill transfers all programs currently under Fusion Energy Sciences into the new office. The Office is also tasked with ensuring an adequate national fusion supply chain, coordinating efforts across various DOE agencies toward commercial deployment, expanding international cooperation, and providing technical expertise to regulators.
This legislation would codify the DOE’s reorganization by establishing the Office of Fusion Energy, ensuring the office’s stability within the federal structure. This Office would advance near-term and long-term fusion energy science and technology to enhance U.S. economic and energy security, maintain leadership in fusion technologies, and accelerate the research, development, demonstration, deployment, and market adoption of fusion in partnership with the private sector.
Further, by establishing and directing programs to support commercialization, this bill demonstrates the federal government’s commitment to making fusion energy a reality. Ultimately, this would be a strong signal acknowledging fusion's immense potential by providing a dedicated organizational framework to move fusion from the laboratory to the electric grid and drive commercial deployment – while continuing to support essential basic research in fusion energy sciences.
Bipartisan, bicameral introduction of the Office of Fusion Act demonstrates broad support for commercializing this technology and keeping America’s edge in this frontier technology. Fusion energy will require critical scientific and financial investment in the coming decade to make it a commercial reality.
