Establish a streamlined environmental review process for qualifying non-powered dam projects.

The Department of Energy estimates that hydropower capacity from these projects, which often struggle to attract investment because of a lengthy and uncertain regulatory process, is equivalent to roughly 12,000 MW (or about 2.4 million rooftop solar systems).
