WHAT:

The Removing and Sequestering Carbon Unleashed in the Environment and Oceans (ReSCUE Oceans) Act establishes an interagency working group and program to advance marine carbon dioxide removal (mCDR) technologies. The Act directs NOAA, NIST, NASA and other agencies with expertise in carbon removal and marine ecosystems to:

  • Support research, development and field trials of mCDR;
  • Ensure robust monitoring and protection of coastal and marine ecosystems; and
  • Coordinate Federal actions on mCDR.
 
 

WHY IT MATTERS:

The bipartisan ReSCUE Oceans Act strengthens American leadership in mCDR by establishing a coordinated federal framework across agencies. The legislation supports the research and development of marine carbon removal, reduces regulatory duplication and provides a transparent path for innovation, giving American entrepreneurs the confidence to invest and innovate here at home.

Additionally, the bill focuses on competitive solutions and leverages private-sector demand for scalable and cost-effective carbon removal projects.
