The Studying NEPA’s Impact on Projects Act would provide policymakers with the information they need to better understand the sources and causes of permitting delays through increased reporting requirements. This bipartisan proposal would provide much needed annual, quantifiable data on the length, time, cost and legal durability of federal permits.
While this data has been published on an ad hoc basis in the past, establishing a firm reporting requirement will ensure these data points are routinely updated and utilized. The bill includes a variety of covered sectors including six directly related to energy infrastructure such as conventional energy production, electric transmission, pipelines, manufacturing, mining and carbon capture and sequestration. Having access to robust information in these sectors will pinpoint areas to modernize the permitting system and deploy assets more quickly and efficiently.
This bill demonstrates bipartisan support to increase access to permitting data. It is a critical step forward to inform meaningful permitting reform, accelerate project development, and unleash American energy dominance.
