Washington, DC – Wednesday, April 29, 2026 – ClearPath Action endorsed the Energy Security Pacts Act (S. 4392) to support global energy security, strengthen U.S. critical mineral supply chains and advance American energy leadership. This bill was introduced by Sens. Pete Ricketts (R-NE) and Chris Coons (D-DE).
"The U.S. has an opportunity to leverage a more agile foreign policy strategy to compete effectively and advance American energy leadership. This legislation will greatly support global energy security and strengthen U.S. critical mineral supply chains, sending a strong signal that the U.S. is serious about outcompeting China and establishing American energy dominance worldwide," said Jeremy Harrell, CEO of ClearPath Action.
The Energy Security Pacts Act would authorize the Secretary of State to establish multiyear Energy Security Pacts with partner countries to enhance U.S. and allied energy security. These Pacts would bring tools from across the federal government to counter economic coercion by the Chinese Communist Party and diversify critical mineral and energy supply chains. The Energy Security Pacts Act is the Senate companion to a title of the DOMINANCE Act (H.R. 7037), introduced by Reps. Young Kim (R-CA) and Ami Bera (D-CA), building on bipartisan efforts to strengthen energy security and economic resilience.
Specifically, the bill:
“Energy Security Pacts would open new opportunities for American companies to compete and win in global energy and mineral markets,” added Harrell. “By partnering with allies and mobilizing private investment, the U.S. can secure the energy and critical mineral supply chains that American manufacturing, economic competitiveness and national security depend on.”
