Press Release - PIPELINE Safety Act of 2025 Passes U.S. Senate

Washington, DC – Thursday, April 30, 2026 – ClearPath Action released the following statement after the U.S. Senate passage of the bipartisan Pipeline Integrity, Protection, and Enhancement for Leveraging Investments in the Nation’s Energy to assure (PIPELINE) Safety Act of 2025 (S. 2975). The legislation reauthorizes the Pipeline and Hazardous Materials Safety Administration (PHMSA) and modernizes America’s pipeline safety framework through 2030.

“America’s pipeline network is the backbone of our energy and industrial sectors,” said ClearPath Action CEO Jeremy Harrell. “The PIPELINE Safety Act modernizes outdated regulations, strengthens pipeline security and gives PHMSA and state governments the tools they need to support a safe and growing energy infrastructure. Unanimous Senate passage sends a clear signal that Congress is ready to let America build.”

The United States has more than three million miles of pipeline, but roughly half of that infrastructure is more than 60 years old. As energy demand surges, America needs pipeline infrastructure that can keep pace.

Specifically, the bill:

  • Supports the safe, reliable operation and expansion of U.S. energy infrastructure to meet growing demand and strengthen energy security;
  • Modernizes CO₂ pipeline safety regulations, giving PHMSA updated tools to reflect new technologies, operational experience and improved risk mitigation practices;
  • Establishes a confidential voluntary information-sharing system (VIS) program to improve pipeline safety data across the industry; and
  • Directs PHMSA to engage the National Laboratories on a study of blending hydrogen into existing natural gas systems.

“This bipartisan effort reflects the broad consensus that America’s pipeline network must be safe, modern and ready to deliver the energy our economy depends on,” added Harrell.
