Press Release - ClearPath Action Statement on House Passage of Standardizing Permitting and Expediting Economic Development (SPEED) Act

Washington, DC – Thursday, December 18, 2025 – ClearPath Action released the following statement applauding the U.S. House of Representatives for passing the bipartisan Standardizing Permitting and Expediting Economic Development (SPEED) Act. This bill will modernize the federal permitting process and strengthen America’s ability to build energy and infrastructure projects at the pace demanded by rising electricity needs and global competition.

“America needs to build more energy to keep up with rising demand,” said ClearPath Action CEO Jeremy Harrell. “Chairman Westerman’s SPEED Act provides smart policy solutions to bring greater certainty to the process so American industry can invest and build with confidence.”

The SPEED Act streamlines federal permitting by cutting unnecessary red tape, improving coordination across agencies and avoiding repeat reviews for projects that have already been thoroughly evaluated. The bill brings greater discipline and clarity to judicial review, setting clearer rules and timelines that add certainty to the process and help energy and infrastructure projects move from review to construction more efficiently.

“The House passage of the SPEED Act is a clear signal that Congress recognizes the urgency of permitting reform,” Harrell added. “We look forward to continue engaging with the Senate on bipartisan permitting and transmission reforms so the United States can move faster to build reliable, affordable and clean energy.”
