Press Release - Energy Security Compacts in DOMINANCE Act Help Advance U.S. Energy and Critical Mineral Supply Chains

Washington, DC – Wednesday, January 14, 2026 – ClearPath Action endorsed the Developing Overseas Mineral Investments and New Allied Networks for Critical Energies (DOMINANCE) Act (H.R. 7037) to secure energy and critical minerals supply chains. The bill was introduced yesterday by U.S. Reps. Young Kim (R-CA) and Ami Bera (D-CA).

The DOMINANCE Act will advance U.S. energy, economic and national security by taking bold action to bolster critical mineral supply chains, put energy security at the center of U.S. foreign policy and mitigate national security risk by reducing reliance on foreign adversaries. Reps. Kim and Bera are the respective Chair and Ranking Member of the House Foreign Affairs East Asia and Pacific Subcommittee.

“While America's adversaries are moving to corner global energy markets, there is an opportunity for the U.S. to leverage a more agile foreign policy strategy to compete effectively and advance our energy leadership,” said ClearPath Action CEO Jeremy Harrell. “The DOMINANCE Act establishes Energy Security Compacts to support global energy security and strengthen U.S. critical mineral supply chains. This legislation sends a strong signal that the U.S. is serious about outcompeting China and establishing American energy dominance worldwide.”

This bill:

  • Authorizes Energy Security Compacts (ESCs), which are bilateral, long-term agreements with measurable outcomes targeting energy security and infrastructure in partner countries. ESCs will provide a structure for coordination across federal agencies and financing institutions to build infrastructure through partnerships that focus on energy security priorities and American foreign policy goals;
  • Creates an Assistant Secretary for Energy Security and Diplomacy within the State Department, which will be responsible for coordinating energy and minerals supply chain work; and
  • Codifies the Mineral Security Partnership (MSP) to accelerate the development of diverse critical minerals supply chains in cooperation with partner nations and industry by coordinating investment in critical minerals projects.

In September, ClearPath CEO, Jeremy Harrell discussed the concept of ESCs at a Foreign Policy event during UNGA along with Jeff Wilson, Senior Advisor for Energy Dominance at EXIM, and Roger Martella, Chief Sustainability Officer of GE Vernova.
